Here is the process that I followed:
Emailed an already made spreadsheet to my live account and then to my work account. I opened the file on the device, made a few small edits (simply added some numbers to 3 cells), saved it and emailed it back to my desktop computer. I opened the file and then printed it. I took a picture of the document as it looks in Office 2010 and then took a picture of the printed documents from all three sources.

iPad 2 (4.3.3) with the latest Numbers installed

As you can see, DocsToGo is the only program that didn't change the formating of the original document after a minor edit, save and email.
So does WP7 really preserve formating?
